Ms. Nina Sidorova, President of the Northern California Tenant Association, contacts you and DA Office since May 1, 2018, informing you about misconducts and violations of the Law Enforcement Oath of Honor and Code of Ethics by Chief Phan Ngo, Lieutenant Fabian Monge and Police Officer Meyer of the Sunnyvale Police Department. 

I explained to you and to other leaders and employees of District Attorney Office (see a copy below) that Chief Ngo, Lieutenant Monge and Police Officer Meyer of the Sunnyvale Police Department refused to register my three police reports and to investigate three crimes, including robberies, committed against me in the City of Sunnyvale from April 25 to May 1, 2018.

The descriptions of the crimes committed against me you can find below in my May 4, 2018 written complaint to the DA Office.

I visited DA Office of the Santa Clara County (SCC) in May 1, 2018, reporting verbally about violations of my civil and constitutional rights (1 and 14 Amendments of the US Constitution) and the violations of the US civil and criminal laws by Chief Ngo, Lieutenant Monge and Police Officer Meyer of the Sunnyvale Police Department. 

I described to Criminal Investigator Robert Bonsall three crimes committed against me in the City of Sunnyvale since April 25, 2018 to May 1, 2018.

Since May 1, 2018, I repeatedly contact DA Rosen,  leaders of DA Office, other DA employees, and Chief of Sunnyvale Police Ngo, requesting to register my police reports and investigate the robberies and other crimes committed against me. I sent the copies of my letters-communications with Chief Ngo to you and to other leaders of District Attorney Office of the Santa Clara County.  

Today is May 23, 2018. Almost one-month pass since three crimes were committed against me, and since I visited DA Office of the Santa Clara County.

However, my police reports are still not being registered; the crimes were not investigated, and the thieves, frauds and other criminals were not brought to justice.

The misconducts and violations of the US civilian and criminal laws by police officers of the Sunnyvale Police Department, as well as inactivity and passiveness of DA leaders and employees to discipline police officers, who committed misconducts, and the reluctance to stop robberies and other crimes committed in the City of Sunnyvale of the Santa Clara County show to me that District Attorney Jeff Rosen of the Santa Clara County allowed and allows now police officers of the Santa Clara County to commit misconducts and other violations of US civil and criminal laws, and DA Rosen prevents any honest investigations being conducted in the District Attorney Office of the Santa Clara County.

Many citizens of the City of Palo Alto, Mountain View, City of Sunnyvale, and City of San Jose have the same concerns, as I have. The residents of the Santa Clara County have a lot of evidence that DA Office of the Santa Clara County and DA Rosen are covering up the crimes committed against the residents of SCC, including crimes of tortures, rapes, and murders.  

If necessary, I can list these facts, and the residents of the Santa Clara County can support my statement.

DA Rosen, what kind of the supervision do you establish and perform in the District Attorney Office of the Santa Clara County (SCC) since 2010 when you become a District Attorney of the Santa Clara County?

Do you and other leaders and employees of the DA Office of SCC internationally support police officers-criminals, such as Palo Alto police officers, who raped and torture a young girl, and some other police officers, who are tied with the organized crime syndicate such as Chief of the Sunnyvale Police Department Phan Ngo and some other police officers of the Sunnyvale Police Department?

What is the reason for your inactions in my case, and why did not you discipline Chief Ngo, Lieutenant Monge and Police Officer Meyer of the Sunnyvale Police Department, who committed misconducts, and who violated the Law Enforcement Oath of Honor and Code of Ethics?  Why? 

Do you cover up robberies of the residents of SCC, frauds committed against the residents, and  harassment of elderly and other residents of the Santa Clara ra County?

For example, you acted differently, and you were furious and angry a few years ago when you informed residents of the SCC about a ‘serious’ Crime of Hate in the San Jose State University when somebody drew a swastika on a door of a student of a Jewish nationality.

Why DA Rosen and other DA leaders, did not take any actions when other residents of the Santa Clara County are money grubbed, robbed, attacked and tortured by the organized crimes syndicate?  

Please, let me know and let it know other residents of the Santa Clara County.  We request your response!

I again contact District Attorney Rosen and other DA Leaders, and I respectfully again request you to assist me in registering my police reports and investigating crimes, committed against me in the City of Sunnyvale from April 25 to May 1, 2018.

I request to discipline police officers of the Sunnyvale Police Department, Chief Ngo, Lieutenant Monge and Police Officer Meyer, who committed misconducts, and who violated the Law Enforcement Oath of Honor and Code of Ethics!

I already informed you that Chief of Sunnyvale Police Department Phan Ngo, Chief of San Jose Police Department Eddie Garcia, and some police officers, who are under their supervision, are involved the organized crime syndicate, and they committed many crimes against me, including falsely accusing me and filing fraudulent lawsuits against me.

  

Please, review two fraudulent lawsuits (email 2 and email 3), CASE 7-17-TR-666575 and Case No. 17-TRS-019217 that Chief Garcia, Chief Ngo and some other criminals, who have infiltrated police departments, falsified and filed against me.

I proved in the courts that Chief Garcia, Chief Ngo and some other police officers, who are tied with the organized crime syndicate, committed frauds and falsifications, after which their fraudulent lawsuits against me were dismissed.

You did not take any actions against corrupted and tied with the organized crime syndicate Chief Phan Ngo and Chief Garcia. Why?

Do you support the criminals, who are infiltrated police departments of the Santa Clara County, and who together with the organized crime syndicate commit crimes, terrorize and torture residents of the Santa Clara County?

Your inactions and covering up the crimes committed against residents of SCC, including me, allow the police criminals freely continue their crimes.

You can read and see in email 2 and 3 the photos of my car, White Toyota Camry, which was stolen in December 2017 and completely vandalized by the gangsters and mercenaries of the private criminal corporation NFCA (Fusion Centers) by the request of Chief Garcia, who leads Fusion Centers of the Santa Clara County, and by his crime partner Chief Ngo.

You can see in my next emails 2 and 3 the photos of the Direct Energy device that the mercenaries of the private criminal corporation NFCA (Fusion Centers) and members of anti-American Violent Latino Organization La Raza and Mexican Drug Gang Nortenos inserted in Blue Toyota, which my friend gave me to drive, after my car was vandalized and destroyed.

I informed you about these crimes, by sending my complaints to you by Federal Express and by certified mail. 

However, you did not take any actions against the police-gangsters, who have infiltrated San Jose and Sunnyvale Police Departments, and you did not take any actions against criminals of La Raza and Mexican Drug Gang Nortenos, who commit genocide of the White residents of California, and whom Chief Garcia and Chief Ngo use repeatedly to attack, torture, money grub and murder residents of the Santa Clara County.

Your inaction allows Chief Garcia and Latino gangsters of La Raza and Nortenos to steal my car again in the night and to insert new harmful Direct Energy Device-weapon under the sit of my car.

The gangsters blocked and a driver sit in order for me not being able to move the sit and to discover this DE weapon. However, my friends discovered radiation by using a radiation tester, after which they unblocked the sit of my car and found out this DE weapon. 

I reported to you several times that as retaliation for my complaints to the FBI and other law-enforcement agencies, Chief Garcia, the mercenaries of the Fusion Centers of San Jose, and La Raza gangsters attack and torture me with Direct Energy and Microwave weapons from a condo at 1180 Silver Shadow, San Jose; a condo 6979 Silver Bell Dr. San Jose; a condo at 6976 Silver Bell Drive, San Jose; from condo at 6959 Silver Bell Drive, San Jose,from some other places next to the house where I reside temporaly

You are now informed again about the tortures, committed against me by the war criminals, including Chief Garcia and mercenaries of the San Jose Fusion Centers.  

Do you allow and support the war criminals, who commit genocide of the White population of the Santa Clara County and against other residents of this county?

The residents of the Santa Clara County, including more than 400 (four hundred) police officers, who left police departments, blame Mayor of San Jose Sam Liccardo, who is your friend and a former employee of DA Office, and Liccardo’s protégé-Chief Eddie Garcia in leading the genocide of the White population and some other residents of the Santa Clara County.

Ms. Nina Sidorova, President of the Northern California Tenant Association, repeatedly contacts you since May 1, 2018, respectfully requesting you to stop violations of the Law Enforcement Oath of Honor and Code of Ethics by you, and by Lieutenant Fabian Monge and Police Officer Meyer (#18692) of the Sunnyvale Police Department.

I again request you to register three police reports about crimes committed against me in the City of Sunnyvale from April 25, 2018 to May1, 2018 and to provide me with the numbers of my registered police reports about crimes committed against me.

1.  Robberies of my clothes, shoes, expensive bath accessories, some jewelry and other things. My belongings were stolen from Unit 9B at 900 Henderson Avenue until April 25, 2018 and on August 26, 2018.

2.    The crime of harassment, fraud, and threatens of me and 72 years-old US Veteran John Bardes, committed on April 26, 2018 and several times prior to this day by Attorney Leo B Siegel (State Bar # 116841).

Ms. Nina Sidorova, President of the Northern California Tenant Association, contacts you a third time, and I again respectfully request you to stop violations of the Law Enforcement Oath of Honor and Code of Ethics by some leaders and police officers of the Sunnyvale Police Department of the State of California.

I again request you to register my three police reports about crimes committed against me in the City of Sunnyvale from April 25, 2018 to May1, 2018.  I request to submit to me numbers of my registered police reports about crimes committed against me.  The brief descriptions of the crimes that were committed against me are below my report and in email 2.

I contacted Sunnyvale Police Department on May 1 and May 7, 2018, and I informed you that Lieutenant Monge and Police Officer Meyer refused to register my police reports about crimes committed against me in the City of Sunnyvale.

Immediately, after you provide me with numbers of my registered police reports, I will submit to you a list of 63 (sixty-three) items of the stolen from me belongings, including clothes, shoes, jewelry, etc. 

I will describe my stolen things and submit a list the department stores, from which I bought these things.  My statements can be checked easily by reviewing my Bloomingdale's', Nordstrom's, and Macy's' credit cards, as well as my other credit cards and by reviewing my checking accounts.  In addition, I have witnesses, who can testify that I had these pieces of clothes, jewelry, etc. in my possessions.

For instance, only stolen from me things that were bought for me by my close friend for my birthday from Buckingham Royal Store (London) cost more than $1,400 These things were sent from London by mail that also can be checked easily.

I assume that the members of the organized crime syndicate, Manager Amber Cowan of the Ranchero Mobil Home Park, two residents of the Unit 89, Ms. Cowan’s crime partners, and a Latino family, former residents of the Unit 9A at 900 Henderson Avenue, Sunnyvale, CA, whom the Modus Operandi Gang brought to the Unit 9A, stole my clothes and other things from Unit 9B at 900 Henderson Avenue, Sunnyvale, CA.

I respectfully request Chief Ngo and his friend and coworker, Chief of San Jose Police Departments Ed Garcia, who also leads the Santa Clara County Branch of the private corporation NFCA, Fusion Centers, TO STOP provocations against me and tortures and radiations of me and other people around me with Direct Energy and sonic weapons in order to silent me and force me to give up on my request to find thieves and to return my clothes to me. I request: 

·       To register my police reports

·       To open investigations about crimes committed against me

·       To bring to justice criminals, who committed crimes against me  

By conducting a proper investigation, the Sunnyvale Police Department would find the thieves, who committed robberies and other crimes against me.  

Dear Chief Ngo, do you want to catch thieves, who committed robberies in the City of Sunnyvale?  Or, do you want for some reason to protect these thieves? What the reason is that you and two of the Sunnyvale Police Officers refused to register my reports and to conduct investigations?  

For example, the residents of the Unit 89 of the Ranchero Mobil Home Park have devices like that and use these kinds of the technologies,

                  Direct Energy and Sonic Weapons

As I stated above, I suggest you and Chief Garcia TO STOP torturing and slowly murdering with radiation people around me and myself  

For example, on May 7, 2018 at 7 PM, Chief Garcia sent two criminals, Black female and Black male, who parked their car with microwave and DE weapons in the front of the room 2, at St. Jude's Church, 20920 McClellan Rd. Cupertino, CA  where more that 30 (thirty) people had their FA meeting. They came earlier to be able to park their car with DE weapon in the front of Room 2 where the FA would take place. See attached photos. 

In next room, in the back of the room 2 where FA meeting took place, more than 40 (forty) teenagers, scouts, of the age from 10 to 13 years-old had their meeting and training. 

Sent by Chief Ed Garcia’s car with microwave and DE weapons radiated not only me, but more than 40 teenagers-scouts and more than 30 people, who attended FA meeting.   I offered to the Black couple to remove their car with DE weapons from St. Jude's Church, at 20920 McClellan Rd. Cupertino, CA 95014, and to stop slowly murdering with radiation more than 70 people, including 40 teenagers.  

However, these Black gangsters ignored my warning, and they continued slowly murdering with radiation children and adults.   

I offer to Honorable Provost Marshal Major General David Glaser, Commanding General U.S. Army Criminal Investigation Command, the FBI leaders and District Attorney Office of the Santa Clara County to contact St. Jude's Church's officials and to check my statement about more than 40 teenagers-scouts and 30 adults, being exposing to radiation. These more than 70 people attended their meetings in two Church Rooms in the evening from 7 to 8:30 PM on May 7, 2018.

The Church officials can tell you more...  At the same time from 7 PM to 8:30 PM, the concert took place in a big hall, in the back of the two church rooms, about which I informed you above.  The big hall of the church was full of people, church members, who listened a concert.

I request District Attorney Office of the Santa Clara County to open a criminal investigation on this matter.  I re-state that 70 people, including 40 teenagers were exposed to radiation in two rooms of the church, and about 100 people attended a concert in the hall of St. Jude's Church, at 20920 McClellan Rd. Cupertino, CA 95014.

Chief Ed Garcia tried to commit a provocation against me and sent Manager Amber Cowan, a member of the organised crime syndicate to the Whole Food store, in which I had coffee, waiting for my friend.

The private criminal corporation, Fusion Centers, monitors my cell phone and my car movements.  On May 7, 2018 at 3 PM, I called my friend and scheduled a meeting with him in the Whole Food Store at Steven Creek Blvd, Cupertino, CA.

When I was drinking coffee, waiting for my friend, Manager of the Ranchero Mobil Home Park Amber Cowan appeared in the front of my table about 4 PM. You can see her in a videotape, which is available in this food store. Ms. Cowan was talking to the people at customer service, waiting for my reaction.

Seeing that I did not react, Ms. Amber Cowan, who is a short woman about 330 pounds, sat at next table. In 20 minutes, Ms. Cowan approached a customer service desk again.  Ms. Cowan committed a theatrical performance about 1 hour.

I do not know what kind of a reaction Chief Garcia and the organized crime syndicate expected from me…

However, I clearly state now to Chef Ngo and Chief Garcia that I NEED to return my clothes, shoes, expensive bath accessories, and my jewelry. I DON"T NEED short, extremely overweight Amber Cowan of Jewish nationality.  

Ms. Amber Cowan is treasury of the organized crime syndicate, and she is valuable for this syndicate, but not for me.

Why did Chief Garcia send a member of the organized crime syndicate, Amber Cowan to me?

Dear Chief Ngo of the Sunnyvale Police Department, 

Ms. Nina Sidorova, President of the Northern California Tenant Association, a member of three Human Rights Organizations and a member of the Citizens’ Commission on Human Rights International, respectfully request you to register my three police reports about crimes committed against me in the City of Sunnyvale from April 25, 2018 to May1, 2018 and to provide me with numbers of my registered police reports.  The brief descriptions of the crimes commited against me are below my report and in email 2.

I inform you that on May 1, 2018, I came to the Sunnyvale Police Department to report about three crimes, committed against me. However, Police Officer Meyer (#18692) and Lieutenant Fabian Monge refused to register my police reports.

I request to punish Police Officer Meyer (#18692) and Lieutenant Fabian Monge of the Sunnyvale Police Department, who on May 1, 2018 refused to register my police reports. 

I believe that Police Officer Police Officer Meyer (#18692) and Lieutenant Fabian Monge of the Sunnyvale Police Department dishonored and violated their Law Enforcement Oath of Honor and Code of Ethics.

I believe that Lieutenant Monge and Police Officer Meyer violated Civil and Constitutional Rights of Ms. Nina Sidorova, President of the Northern California Tenant Association.

These police officers were threatening and harassing me while I visited Sunnyvale Police Department on May 1, 2018.  

In addition to the above, I believe that Lieutenant Monge and Police Officer Meyer should be prosecuted as the war criminals, because they were involved in the  crimes, which are considered as the crimes against humanity and war crimes according to the policy of the Hague International Criminal Tribunal, according to the decision of the XXIII Assembly of the United Nations, and according to the Geneva Convention relative to the Protection of Civilian Persons in Time of War, commonly referred to as the Fourth Geneva Convention. I reported about these crimes to the proper agency.  I requested an investigation.

Therefore, I respectfully request you to register my three police reports and provide me with numbers of these police reports. I can bring my written police reports to the Sunnyvale Police Departments. The complete list of the stolen belongings will be submitted to Sunnyvale Police Department and to the higher authorities

On May 1, 2018, I visited Sunnyvale Police Department in order to file three police reports about robberies and criminal offences committed against me:

                              First Police Report

The robberies of my clothes, shoes, jewelry and other belongs, which were stolen from the Unit 9B at 900 Henderson Avenue, Sunnyvale, CA.  Please, review my report to the FBI, which is next email, email 2.

                             Second Police Report

The crime of harassment, fraud, and threatens of me, committed on April 26, 2018 and several times prior to this day by Attorney Leo B Siegel (State Bar # 116841).    

I explain:

Attorney Siegel, whom I refer as a member of the organized crime syndicate, call on April 26, 2018 to 72-yers-old US Veteran John Bardes and blackmailed him, forcing him to convince me to dismiss immediately my appear to the Hall of Justice of the Santa Clara County Court.

I respectfully request now to you and to the FBI and NSA to check Attorney Siegel's phone conversation on April 26, 2018, and other Attorney Siegel’s other phone phone conversations with US Veteran John Bardes.  By cheeking these phones conversations, you can find out that during these conversations Attorney Siegel blackmailed, harassed and threatened 72-years old US Veteran, forcing him to convince me to dismiss my appeal.

a)This is harassment of me and Veteran Bardes

b) This is an elderly abuse of 72-years old US Veteran Bardes. You know that elderly abuses are a Federal Crime.

c)  By reviewing Attorney Siegel’s phone conversations with Veteran Bardes, the FBI and NSA agents can see clear frauds committed by Attorney Siegel, who is a member of the organized crime syndicate, whom Manager Amber Cowan of the Ranchero Mobil Home Park refereed to Mr. Bardes. 

I explain why Attorney Siegel blackmails elderly US Veteran Bardes, trying to force me to dismiss my appeal. 

On December 6, 2017, Attorney Siegel committed a fraud and violation of the Attorneys' Code of Ethics- Code of Professional Responsibility during a court hearing of the Unlawful Detainer Case 17CV318715 in the Santa Clara County Court.  

During a court hearing of the Unlawful Detainer Case 17CV318715, Attorney Siegel lied to the court and misinformed intentionally a judge and court employees that I came to the court hearing of the case 17CV318715 in the Santa Clara County Court on December 6, 2018 but decided not to participate in the court hearing of this case and left the Santa Clara County Court.

Attorney Siegel lied that he saw me in the court room of Department 11 of the Santa Clara County Court.

In fact, at the same day and same time, I had another court hearing in the Traffic Court, which locates in the City of Santa Clara. I could not be physically in the same time and a day in two court hearings in two different courthouses, one of which locates in the City of San Jose, and the next locates in the City of Santa Clara.

The organized crime syndicate, in which Attorney Siegel and Manager Amber Cowan participate, filed 8 (EIGHT!!) fraudulent lawsuits against me as retaliation for my assistance to the low-income tenants of California with their Fair Housing Rights.  

I exposed these criminals, members of the organized crime syndicate, during the court hearings of the previous seven fraudulent lawsuits that this organized crime syndicate filed against me. The cases were dismissed.

This was the reason that the members of the organized crime syndicate scheduled a new court hearing of the eight fraudulent lawsuit against me at the same time and day when I had a court hearing of the seventh fraudulent lawsuit that mafia filed against me. They wanted to prevent me from attending a court hearing. 

Five times, I informed the Santa Clara County Court about this trick prior to the court hearing of the case of 17CV318715. I submitted to the court supporting documents. 

However, extremely corrupted Judge Carol Overton of the Santa Clara County Court intentionally did not change a time and a day of the court hearing of case 17CV318715, and these members of the organized crime syndicate illegally evicted me from the place where I resided. I filed my appeal to the higher court. 

In addition, I submitted my complaints to the presiding judge of the Santa Clara County Court, and I received a response from a presiding judge, in which the court administration admitted that Attorney Siegel lied to the court that I left on December 6, 2017 a court hearing of the case 17CV318715..

                                       Third Police Report

On May 1, 2018, I came to pick up US Veteran Bardes from his residence, Unit 9B at 900 Henderson Avenue, Sunnyvale, CA.  We decided to visit Sunnyvale Police Department to file my reports to police about crimes committed against me.  

As soon as I stopped my car near Mr. Bardes’ residence at the Ranchero Mobil Home Park, the resident of the Unit 89, at the Ranchero Mobil Home Park, left his Mobil Home and went to the Management Office to inform Manager Amber Cowan that I came to pick up Mr. Bardes to go to police department.

In 5 minutes, extremely angry Manager Cowan of the Ranchero Mobil Home Park came to Mr. Bardes’ residence, Unit 9B, in a mini-car. I was sitting in my car, waiting for Veteran Bardes. 

Manager Cowan, a very angry woman, who is overweight, more than 300 pounds, started to threaten and blackmail 72 years-old US Veteran, stating that she would evict him if Ms. Nina Sidorova would come to the Unit 9B once again. Manager Cowan and her crime partners from Unit 89 stole my clothes and other belongs, and they harass and blackmail me and elderly Veteran now in order prevent us from submitting police reports and exposing them. 

Very weak 72-ears old US Veteran Bardes almost cried, and he was extremely stressed out. The mafia stole his house in Los Gatos, CA.  I already informed Provost Marshals of the US Army, the FBI, NSA and three International Criminal Tribunals, describing step-by step this crime.   I requested to bring US Veteran Bardes’ case to the Military Tribunal, after THE EVENT, the mass arrests of the traitors and war criminals in the USA, wold take place.

I know Manager Cowan of the Ranchero Mobil Home Park, who is very violent, dishonest and angry person.  Several months ago, Manager Cowan came to the Unit 9B, threatening and harassing me. However, I am NOT a weak 72 years-old Veteran, I stated to this violent madam that I would call the FBI and report an assault and illegal break into my residence, after which 300 pounds' Manager Cowan almost jumped out of the Unit 9B.  

Witnessing Manager Cowan harassing 72-years-old US Veteran on May 1, 2018, I asked Ms. Cowan to show me a restriction order, which states that Ms. Nina Sidorova cannot approach Mr. John Bardes or his residence at Unit 9B, at 900 Henderson Avenue, Sunnyvale CA. 

I still was sitting in my car. I am a peaceful and law-abiding civilian, and I asked reasonable Manager Cowan why she violates US laws and my constitutional and human rights.

I requested Manager Cowan to stop her harassment of an elderly US Veteran, and I reminded to her that the elderly abuse is a federal crime.

Extremely angry Manager Cowan used profanity and threatened me, after which she left Unit 9B.

I wanted to submit my report to the Sunnyvale Police Department about Manager Cowan’s:

·       Harassment of me and 72-years old US Veteran Bardes

·       Threatening me and US Veteran Bardes

·        Violating my and John Bardes’ civil and constitutional Rights, including our Fair Housing Rights

·       Using foul language and cussing

·       Elderly abuse

I stated already in my written report (see email 2) to the FBI that I SUSPECT and have evidence that Manager Amber Cowan and her crime partners from Unit 89,  who committed previously robberies of my belongings, and who attacked me in my residence.  

On May 1, 2018, I came Sunnyvale Police Department to report about about new robberies of my belongings. I was asked and told that I SUSPECT and have evidence that Manager Amber Cowan and her crime partners, two residents of the Unit 89, are involved in stealing from me my clothes, shoes, etc.  Please, check my 2017 and 2016 police and the FBI reports about crimes committed against me by Manager Cowan of the Ranchero Mobil Home Park and her crime partners, residents of the Unit 89.

You promised to contact me, but I still did not receive any calls or emails from you or from DA Office. 

I respectfully requested to open a criminal investigation and bring to justice Chief of Sunnyvale Police Department Phan Ngo, Lieutenant Fabian Monge of the Sunnyvale Police Department and Police Officer Meyer of the Sunnyvale Police Department.  

I explained to you that Chief Ngo, Lieutenant Monge and Police Officer Meyer dishonored and violated their Law Enforcement Oath of Honor and Code of Ethics. I explained to you that Chief Ngo, Lieutenant Monge and Police Officer Meyer violated Civil and Constitutional Rights of Ms. Nina Sidorova, President of the Northern California Tenant Association.

These police officers were threatening and harassing me while I visited Sunnyvale Police Department on May 1, 2018.  They refused to take my police report about three crimes committed against me in the City of Sunnyvale during last ten days.

I believe that Chief Ngo, Lieutenant Monge and Police Officer Meyer should be arrested under Civil and Criminal RICO--The Racketeer Influenced and Corrupt Organizations Act because of their participation in the organized crime syndicate, which is involved in very serious crimes against the USA and involved in genocide of US citizens. I can and will support my statement!

On May 1 about 1 PM, I came to the Sunnyvale Police department and reported about crimes, which were committed against me and which I described above.

I was waiting a long time for a police officer. The residents of the Santa Clara County know that the crimes and violations of the laws by San Jose Mayor Liccardo and Chief of San Jose Police Garcia forced Four Hundred Honest Police Officers to leave Police Department.  The residents of the Santa Clara County know that these police officers were right, stating that since 2015, the mafia hijacked completely the City of San Jose completely.

Mayor Liccardo's policies and crimes, committed by Chief Garcia-- Sam Liccardo’s Friend and long-term partner, have driven over 400 honest police officers to leave the police force!

The former President of the Police Union Sergeant Jim Unland was absolutely right, describing what is going on in San Jose. Two former Chiefs of San Jose Police Department, Chief Chris Moore and Chief Robert Davis, supported his statement.

Please, read my testimony below to see what kinds of police officers are popular now in the police departments of the Santa Clara County.

Police Officer Meyer (#18692):

Police Officer Meyer came in one hour after I entered Sunnyvale Police Department and reported about crimes committed against me.  He brought me inside police department in the front of a camera, in order to Chief Phan Ngo to see me. I gave Police Officer Meyer my written report to the FBI about robberies of my belongs.

From the beginning Police Officer Meyer  started harassing me, forcing me to leave a police department. Police Officer Meyer angry asked me why I reported to the FBI; why I wrote to the FBI that Manager Cowan is a Satanist, and she previously was involved in crimes against me.

I answered simply  that this is my constitutional right to contact the FBI and to report about crimes, committed against me, and I do not want to discuss why I contacted the FBI with a police officer. 

Police Officer Meyer asked me whom I suspect in committing robberies of my clothes, shoes, jewelry and other belongs. I stated that I suspect Manager Amber Cowan of the Ranchero Mobil Home Park, her two crime partners-residents of the Unit 89 of the Ranchero Mobil Home Park, and former residents of the Unit 9A.

Police Officer Meyer angry asked why I blame and suspect these individuals.  He asked me whom I suspect and I answered.

If he did not want to know whom I suspect, why he asked me? I explained that this is police duty to find out and to arrest thieves.

Police Officer Meyer told me that I am delusional, and he does not believe me. He started to ask the questions that these police traitors were taught to ask victims if the organized crime syndicate.  I explained Police Officer Meyer that I know these tricks, who created these tricks with mental illnesses of honest and brave US citizens, those who stand up for the US Constitution and the independence of the country.

Dear Criminal Investigator Robert Bonsall,

I am not overstating. I am a member of the Citizens’ Commission on Human Rights International that investigate and bring to justice war criminals, including doctors and police officers, who arrest and bring to mental facilities and hospitals healthy citizens, victims of the organized crime syndicate.

If necessary, I would provide and quote secret CIA and DOD documents-instructions, desorbing how to act and how to announce US citizens, who stand up for US constitution and against UK and Israeli occupational forces in the USA, as mentally ill and unstable.

I can submit or quote a secret document, according to which 5% of US citizens may be falsely prosecuted and jailed. If necessary, I can submit CIA documents of secret CIA’s  

OPERATION CABLESPLICE and OPERATION GARDEN PLOT or to quote the instruction from these secret CIA projects of how to announce, harass and put in mental facilities US Christians.

I can show and describe the CIA’s “Dart to the Heart” Secret Weapon, which result mimics of a heart attack, etc.

In other words, I have forgotten more than corrupted Police Officer Meyer knows.

However, I politely, one more time offered Police Officer Meyer to stop harassing me and to register my reports to the Sunnyvale Police Department about crimes committed against me.

Police Officer Meyer refused to register my police reports, including police report about Attorney Siegel’s harassment of me.

I requested to speak with his supervisor. I came back to the lobby of Sunnyvale Police

Department and requested to speak to one of the supervisors of this police department.

Lieutenant Fabian Monge of Sunnyvale Police Department:  

Lieutenant Fabian Monge of Sunnyvale Police Department came to the lobby in one hour after I finished my conversation with Police Officer Meyer. I again described the crimes committed against me, and I requested to register my police reports.

Lieutenant Monge refused to register my police reports about crimes, committed against me in the City of Sunnyvale.

Lieutenant Monge stated that the police would help me to find and to return my stolen, clothes, shoes, jewelry and other belongs without registering my reports if I would behave well and forget about registering any of my reports in police.

Of course, I know that some corrupted police officers are involved in the organized crime syndicate. I know how they are paid by the organized crime syndicate, which completely money-grubbed US civilians and the USA.

I already showed to the FBI, US Provost Marshals and the International Criminal Organizations not only the accounts, from which these corrupted police leaders and officers are paid, but I described how these funds were stolen from the US Budget and are stealing now by the World’s largest criminal syndicate.

In 2012 and 2013, the FBI offered me to conduct my own research-investigation to figure out what is going on in the USA and why US civilians are very badly abused by corrupted law-enforcement agents and police.

I refused to participate in any illegal agreement with corrupted police officers of the Sunnyvale Police Department or other police departments.

Entering in any illegal agreements with these police officers is equal to start participating in the organized crime syndicate.

I explain to Lieutenant Fabian Monge that I came to the Sunnyvale Police Departments, which is one of the police departments of the State of California, which is one of the States of the USA, and I request Lieutenant Monge to follow legal procedures adapted in police deparetmsn and to officially register my police reports.

I repeated to Lieutenant Monge that I came to the one of the US police departments to register my police reports, and I explained that DO NOT WANT to participate in any agreements with UK and Israeli & Clinton’s and Bushes’ Criminalily CO Inc.

Lieutenant Monge became angry, and he started threatening me, reminding that he was one of those who came to arrested me on July 12, 2017.

I explained to Lieutenant Monge that I was NOT arrested because the arrest requires legal basis and documents.

I explained that I WAS KIDNAPPED illegally in my home by eight police officers, who brought me to jail for one day, tortured, injured me, after which I became disabled.

I submitted my reports to:

1.  US Provost Marshals

2.  The FBI and NSA

3.  To three of the International Criminal Tribunals

4.  DOJ

5.  Attorney General of California  

6.  United Nations and UN Security Council

7.  International Human Rights Organizations

This kidnapping had happened after I sent my emails- WARNING to corrupted Mayor of the City of San Jose Sam Liccardo, informing him, in what kinds of crimes he participates and what it would cost in the future for him and his family members according the US and other laws and the policies of the International Criminal Tribunals.

Now, the NSA and the FBI very easily can check and know that Mayor of the City of San Jose Sam Liccardo knowingly participate in the crimes, which are considered as the war crimes, crimes of genocide and crimes against humanity!

To Say the Truth, now many agencies already had in their possessions my emails with a WARNING to corrupted Mayor Sam Liccardo. Sam Liccardo was informed!

Now, even you know who Lieutenant Fabian Monge of the Sunnyvale Police Department is; how he participates in the organized crime syndicate, and you know that he admitted that he was one of the police officers who kidnapped, tortured, and injured me on July 12, 2018, after which I became disabled.

Therefore, I respectfully request:

I)           I request to District Attorney Office to send with me a DA Office’ representative to the Sunnyvale Police Department and assist me in registering three criminal offences committed against me for last ten days in the City of Sunnyvale, California

II)         I request to open a criminal investigation and bring to justice Chief of Sunnyvale Police Department Phan Ngo, Lieutenant Fabian Monge of the Sunnyvale Police Department and Police Officer Meyer of the Sunnyvale Police Department!
